They allow you to enter shipping information (from location, to location, weight, number of packages) and they search all of the shipping companies out there (Post office, FedEx, UPS, DHL, and more) to find the cheapest shipping rates available right now.

But you cannot really ship with ShipGooder, it redirects you to the courier sites. Plus their rates are the the cheapest. The cheapest shipping rates I find is with IESexpress.com. Although they don't have rates comparison, at least you can use their instant rate quote and ship right away with online label printing.
