If the popcorn kernels in your microwave popcorn aren't popping completely, try putting a paper plate in the microwave upside down and then putting the microwave popcorn bag on top of that plate. By doing this, you get the bottom of the microwave popcorn bag an inch or so off the bottom of your microwave. When I tried this, I ended up getting much better results with almost all of the popcorn kernels popped.
