Windows XP always had the ability to email a picture by right-clicking on it and selecting the "Send To -> Mail Recipient" option. The problem with this though is that you either had to send the picture full-size, or send a very small version of the picture. If you gave up on this functionality due to these limitations and you have upgraded to Vista, you should take another look at this. In Vista this has been improved so that you get many more useful size options when emailing a picture to someone.
