The Samsung Galaxy S has a feature/app that lets you listent to FM radio. You can listen to the radio by running the FM Radio application. But here's the key: you must have the headphones that came with your phone plugged in for the radio to work. The headphones have a built-in antenna. So if they are not plugged in, or you are using after market headphones, the radio will not work... the app will start, but you won't get any stations.
